    The proposal amends the Comprehensive Plan and Zoning Ordinance to create a new Destination Resort Overlay Zone and to apply the new DRO zone to certain properties. The post-acknowledgement text amendments are to implement the provisions of ORS 197.435-197.467 to allow siting of destination resorts. Map amendments were originally anticipated to occur at a later date, but the application was amended to include the mapping component.

    The Lake County TSP was developed through a series of technical analyses combined with systematic input and review by the Transportation Advisory Committee (TAC), a local stakeholder group, ODOT, and the public. The TAC consisted of staff, elected and appointed officials, residents, and business people from the county. Key elements of the process include: involving the Lake County community (Chapter 1; Appendix I); defining goals and objectives (Chapter 2); reviewing existing plans and transportation conditions (Chapters 3 and 4; Appendices A, B, C, and D); developing population, employment, and travel forecasts (Chapter 5; Appendix E and F); developing and evaluating potential transportation system improvements (Chapter 6; Appendix G); developing the Transportation System Plan (Chapter 7; Appendix H); developing a Financing Plan (Chapter 8); and developing policies and ordinances (Chapter 9).     The focus of the this CWPP is on south-central Lake County with emphasis on the communities of Lakeview, Valley Falls, New Pine Creek, Westside and Paisley; Collins Timber Company lands; and rural residences. Human life and welfare are values at risk to wildfire loss in south-central Lake County because of hazardous fuels buildup around communities and structures, poor emergency vehicle ingress and egress and constant need for training firefighting personnel and/or upgrading equipment. Throughout the county, there are scattered small communities and ranches with houses and out buildings without structural fire protection because they are outside the Lakeview Fire Department, Paisley Volunteer Fire Department and the Rural Fire Protection Districts. Other economic values at risk include businesses, farmland, ranchland, grazing land, hunting and other recreational land, historic and cultural sites and critical infrastructure. [From the Plan]
