Abstract

This Plan addresses the Transportation Planning Rule bicycle and pedestrian requirements for the City of Elgin. The Plan identifies and directs opportunities for developing and improving bicycle and pedestrian facilities to assure that new streets and new development are designed in ways that provide safe, convenient, and direct bicycle and pedestrian access. The Bicycle and Pedestrian plan serves several purposes: guide the development of bicycle and pedestrian facilities in the participating jurisdictions; educate and inform about bicycle and pedestrian transportation; and set standards for planning and construction bikeways and walkways.
