Abstract
This document has been developed to address the future needs of the City of Fossil, Oregon and to meet the requirements of the Statewide Planning Goals as adopted by the Oregon Land Conservation and Development Commission pursuant to Oregon Revised Statute 197. The Plan and Implementation measures are based on the background information, facts, and considerations contained in the "Comprensive Plan Technical Report for Wheeler County and the Cities of Fossil, Mitchell, and Spray", March, 1980, which has also been prepared by the East Central Oregon Association of Counties.
