Abstract
This plan: shall be adopted by the City governing body; shall be an expression of public policy in the form of policy statements, land use maps and guidelines; shall be based upon factual data; shall be prepared to assure that all public activities are consistent and coordinated with the policies expressed through the comprehensive plan; and shall be regularly reviewed and, if necessary, revised to keep them consistent with the changing needs and desires of the public they are intended to serve.
