The City of Hermiston elected to prepare a
Park Master Plan to guide capital facility
investments during the planning horizon
2008-2022. The plan serves as the
justification for new projects included in the
Capital Facilities Plan (CFP) for the period
2008-2022, upon adoption. The plan is a
support document for a park, open space and
recreation facility dedication guideline
(December 1998), and a parks system
development charge (SDC) rate study
