Abstract:
The Dallas Comprehensive Plan is the controlling land use document for the City and its Urban
Growth Boundary (DGB). From a land use perspective, the comprehensive plan is like a state or
federal constitution: it provides the legal framework and long-term vision for implementing plans
and land use regulations. [From the Plan]
