The Hubbard Comprehensive Plan is comprised of three (3) separate documents. The Comprehensive Plan was originally adopted by the city in 1977. Amendments to the Plan were adopted in 1997, 1999, and 2001. In 1999, the city adopted the Hubbard Transportation System Plan (TSP), which is the second Plan document. The third portion of the Plan, the Hubbard Inventory of Natural Resources, Scenic and Historic Areas, and Open Spaces, was adopted in 2001. [From the Plan]
