Abstract: There are two primary reasons for the preparation and adoption of a Transportation Plan for the Salem-Keizer Urban Area: 1. A transportation plan is a planning tool used by the local governmental jurisdictions to plan and schedule transportation improvements in a coordinated fashion. [From the document]
