They include two components: a zoning ordinance and a subdivision ordinance, which may be adopted and published as separate documents under their own titles. In some cases the sections pertaining to subdivision of land may be included in the zoning ordinance.

The addendum focuses on the natural hazards that could affect Astoria, Oregon, which include: Coastal Erosion, Drought, Earthquake, Flood, Landslide, Tsunami, Volcano, Wildfire, Windstorm, and Winter Storm. Astoria : Transportation system plan

This Transportation System Plan (TSP) has been completed to help provide direction for transportation systems i~ the Astoria urban area over the next 20 years, as well as to meet federal, state, and local transportation planning requirements. Other plans such as those previously prepared for the US 101 and US 30 corridor were considered to ensure compatibility.... Direction for this planning effort was provided by a Transportation Advisory Committee (TAC) with representatives from the public, City of Astoria, Clatsop County, and ODOT. Goals and objectives were developed by the TAC and through the public involvement process with one of the goals being to assess the impacts of an Astoria Bypass. Data were collected on current conditions for transportation including information on all transportation mode systems. This information was used as the basis for projecting traffic conditions using a transportation model for 10-year (2006) and 20-year (2016) periods. Add Section 3.190(E) concerning Nonconforming Structures to allow reconstruction of single-family dwellings on substandard lots which comply with specific standards for reconstruction such as: single-family dwelling only, same square footage as original structure, within height limitation of zone, same number of off-street parking spaces as previous, substantial construction started within if two years, compliance with all permitting and design review.
