Item Open Access Tangent : Comprehensive plan(City of Tangent (Or.), 2002) Tangent (Or.)The Comprehensive Plan is the document through which the citizens of Tangent have made the basic choices on how land development and redevelopment should occur and how it will be managed. The Plan is intended to maintain and improve the existing quality of life for residents by: contributing to a healthy, stable, and diversified economy in Tangent; facilitating citizen participation in all phases of the planning process; providing for an orderly, efficient, and timely arrangement of public facilities and services to function as the framework for urban development; providing adequate land to meet anticipated future demands for urban development in a logical and orderly manner; identifying and protecting resource lands from encroachment by urban development; encouraging flexibility and innovation in development techniques to permit diversity within the community and to slow the increase in development costs; providing for the retention of natural and cultural resources which contribute to the livability of the community. The Plan is intended to reflect the community's current thoughts on land use planning and to be responsive to the needs and desires of its citizens. They include two components: a zoning ordinance and a subdivision ordinance, which may be adopted and published as separate documents under their own titles. In some cases the sections pertaining to subdivision of land may be included in the zoning ordinance.Item Open Access Tangent : Transportation system plan(City of Tangent (Or.), 2002) Tangent (Or.); Kimley-Horn and AssociatesThis Transportation System Plan (TSP) is intended to meet the need for long range planning and replace the transportation element of the Comprehensive Plan. Other factors have also influenced the need for a TSP. In 1991, the Oregon Land Conservation and Development Commission (LCDC) adopted the Transportation Planning Rule (TPR). The rule is intended to implement statewide Planning Goal 12 to provide for a carefully planned transportation system designed to reduce reliance on the automobile and increase walking, bicycling, and the use of transit. Recommendations contained in this TSP are in harmony with the applicable requirements of the TPR. [From the Plan]
