The MorganCPS Group, and Montgomery Gulf Corporation was selected to carry out the necessary work and to facilitate the
Council through creation and adoption of this plan....It is intended that this Plan will guide the Council and its staff in a
number of strategic projects over the next two years, anticipating
additional strategic work through 2010. Its recommendations are
to be reflected in the 2006-2007 City budgets, in the work programs
