The preparation of the Plan was a joint effort of the Board of County Commissioners, the Planning Commissioners of the County, McMinnville and Newberg, representatives of the small city planning commissions, eight County planning advisory committees and all those interested citizens who appeared at the public hearings on the Plan or contacted the County offices to offer their comments, ideas and proposals.... The planning area includes all of Yamhill County, with full consideration of its ten member cities and the large Federal ownerships in the western part of the County. Piecemeal efforts at preparing and implementing plans for major sections of the County and a number of its cities have been carried out in recent years, but nearly all of these projects have been carried out on a one-time, consulting basis and lacked sufficient scope, resources and political and citizen commitment. This study is the first major effort undertaken by the County government and the citizens themselves utilizing their own resources to chart the future for all of the Yamhill County community and follow through with a strong commitment to implementation. Dept. of Planning and DevelopmentThe purpose and intent of this Ordinance shall be to promote the historic, educational, cultural, economic and general welfare of the public through the preservation, restoration and protection of buildings, structures and appurtenances, sites, places and elements of historic and archaeological value and interest within Yamhill County....The provisions of this ordinance shall apply to significant historic landmarks and archaeologically, sensitive areas designated in the adopted inventory and identified on the Significant Resource Areas (SRA) Map.
