    The downtown area presently has the advantage of a number of historic buildings and pleasant open spaces. However, these features have been compromised over the years by piecemeal infill practices, assorted theme related and period storefronts, insufficient sidewalks and other pedestrian amenities, and a lack of street landscaping. The downtown area is also impacted by 3rd Street (State Highway 26), which bisects the downtown area as a two-way arterial carrying traffic west and east. This plan recommends improvements to the downtown streetscape intended to enhance downtown historical buildings and open spaces. [From the Plan]

    In 1994, the City of Prineville developed a transportation system plan (TSP) to serve as a guide for the management of existing transportation facilities and the design and implementation of future facilities. After its adoption, the plan also constituted transportation element of the Comprehensive Plan. Since adoption of the Prineville TSP in 1994, a number of significant issues have been raised and discussed....This revised TSP represents a significant update of the 1994 TSP.
