    It is the purpose of this chapter to promote the public health, safety, and general welfare, and to minimize public and private losses due to flood conditions in specific areas by provisions designed: (A) To protect human life and health; (B) To minimize expenditure of public money and costly flood control projects; (C) To minimize the need for rescue and relief efforts associated with flooding and generally undertaken at the expense of the general public; (D) To minimize prolonged business interruptions; (E) To minimize damage to public facilities and utilities such as water and gas mains, electric, telephone and sewer lines, streets, and bridges located in areas of special flood hazard; (F) To help maintain a stable tax base by providing for the sound use and development of areas of special flood hazard so as to minimize future flood blight areas; (G) To ensure that potential buyers are notified that property is in an area of special flood hazard; and, (H) To ensure that those who occupy the areas of special flood hazard assume responsibility for their actions.     This document represents the combined efforts of the Prineville Chamber, the City of Prineville, Crook County and residents of the community, assisted by RDI staff.... The overall planning process consisted of several steps designed to refine and prioritize Vision 2010 goals and strategies and develop detailed actions plans for successful implementation. The primary steps included: formulation of a Mission Statement to guide prioritization of action; completion of an assessment of current capacity for business development within the community: the Self Assessment for Business Development Assets; creation of agreements and protocols to guide communication and cooperation for coordinated plan implementation; prioritization of the goals contained in Vision 2010; prioritization of the strategies contained in Vision 2010; creation of detailed actions plans for implementation of prioritized strategies; articulation of a framework for oversight for coordinated plan implementation [From the Plan]

    In 1994, the City of Prineville developed a transportation system plan (TSP) to serve as a guide for the management of existing transportation facilities and the design and implementation of future facilities.... A major update and revision of the 1994 TSP was completed in 1998. The Draft 1998 TSP update was reviewed by the City Council but not adopted. Since adoption of the Prineville TSP in 1994, and completion of the Draft 1998 TSP update, a number of significant issues have been raised and discussed, including: expansion of the Prineville Urban Growth Boundary (UGB) to include the Hudspeth property and other residential lands in south Prineville; new and updated forecasts for population and employment growth in the Prineville urban area, and their consistency with Crook County and State of Oregon projections; partial completion of the Northern Arterial; renewed discussion of traffic control options for Highway 126 corridor improvements in downtown Prineville (e.g. two-way vs. one-way couplet along Third Street, reconfiguration of the â Yâ intersection with the possible construction of a roundabout and/or new connection to Second Street; need for a systems development charge (SDC) to help pay for local transportation capacity improvements and keep pace with growth. Given these issues, and the fact that Prinevilleâ s Draft TSP is already six years old, the Oregon Department of Transportation (ODOT) agreed to assist the City of Prineville in revising and updating their transportation plan.     The downtown area presently has the advantage of a number of historic buildings and pleasant open spaces. However, these features have been compromised over the years by piecemeal infill practices, assorted theme related and period storefronts, insufficient sidewalks and other pedestrian amenities, and a lack of street landscaping. The downtown area is also impacted by 3rd Street (State Highway 26), which bisects the downtown area as a two-way arterial carrying traffic west and east. This plan recommends improvements to the downtown streetscape intended to enhance downtown historical buildings and open spaces. [From the Plan]
