The general scope of work for this project was to prepare a Water System Master
Plan. The scope included tasks to:
review and develop forecasts of population and water demands;
develop planning criteria to be used in evaluating the existing system and
future system expansions;
evaluate the existing system for deficiencies compared to the planning
criteria;
develop a source of supply strategy;
identify the system improvements needed to support anticipated growth and
development and provide means to anticipate system improvements before
growth is constrained;
prepare a Capital Improvement Program based on the evaluation of existing
