Work commenced with a comprehensive housing and non-housing needs assessment which culminated in a Needs Assessment Summary designed to bridge the time period between the early application intake process and the start of the new five year cycle.....The 2005 Action Plan, or Volume III of the Consolidated Plan, implements the first year of the new five-year cycle by linking the projects selected with the priorities developed during the planning process. The Plan describes how Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Shelter Grant (ESG), and American Dream Downpayment Initiative (ADDI) program resources will be used in the coming year to address the priority needs and local objectives established in the Consolidated Plan. [From the Plan]Item Open Access Washington County : Tualatin Basin goal 5/natural resources ESEE analysis(Washington County (Or.), 2005-03) North Plains (Or.); Cornelius (Or.); Tualatin (Or.); Tualatin Basin Partners for Natural Places; Metro (Or.); Washington County (Or.); Tigard (Or.); Sherwood (Or.); Forest Grove (Or.); Hillsboro (Or.); Angelo Eaton & Associates; Noren, David C.; Beaverton (Or.); Durham (Or.); Clean Water Services (Washington County, Or.)The Tualatin Basin ESEE analysis is the second step in the Goal 5 process required under Oregon Administrative Rules as implemented within the Portland Metropolitan Region through Metro, the regional planning agency. Metro and thirteen Tualatin Basin local governments worked collaboratively as the Tualatin Basin Partners for Natural Places (Partners) to meet an overall goal of improving the environmental health of the basin. This report provides the results of the Partners analysis of the Economic, Social, Environmental and Energy (ESEE) consequences of allowing, limiting or prohibiting conflicting uses within significant Riparian Corridor and Wildlife Habitat resources and their impact areas within the Tualatin Basin ESEE Study Area. This report was developed in compliance with State Goal 5 rules and in coordination with Metro's Goal 5 planning efforts. In addition, the Basin Approach (Appendix A) considers factors outside the Goal 5 Administrative Rules, such as the Endangered Species Act (ESA) and Clean Water Act (CWA).
