Public facilities plans describe the water, sewer and transportation facilities which are to support the land uses designated in the appropriate acknowledged comprehensive plans. Such plans are support documents to a comprehensive plan, and are required for areas within an urban growth boundary containing a population greater than 2,500 persons. Related documents with similar purposes, such as facility master plans or capital improvement programs, are also included in this category.

    Deschutes County : Protection of groundwater resources in the Upper Deschutes River Basin, Oregon

    Deschutes County implemented a groundwater protection program in recognition of the potential for conventional wastewater management practices and additional future growth to pollute groundwater resources in the region and create negative effects on surface water quality. Currently, the region produces high quality drinking water but groundwater investigations have shown water quality declines within the region. The groundwater protection program recognizes four main goals: prevent groundwater pollution levels from triggering a moratorium on future development on legal lots of record; protect the aquifer that provides the only source of drinking water to the residents in south Deschutes County by maintaining compliance with State groundwater quality standards (7 mg/L) and Federal drinking water standards (10 mg/L) for nitrate-nitrogen concentrations; use results from an existing model to create a watershed-scale management system for existing and future wastewater treatment systems; and document decision-making processes, tools and lessons learned as resources for other communities pursuing watershed-scale management of wastewater treatment systems.     The Capital Improvement Program (CIP) is a 5-year plan for capital improvements to Lane County’s transportation network. The CIP helps to allocate financial resources to projects that will provide the greatest return in moving people and goods safely and efficiently throughout the County and provides for the efficient scheduling and allocation of staff and other resources. The improvements include modernization of County Urban Roads, major safety improvements to rural roads, and major pavement preservation works.     The Stormwater Management Plan (SWMP) described in this document is proposed for the permit cycle of the Lane County NPDES Phase II permit. Original Application for this permit was submitted in March of 2003. This Stormwater Management Plan will be in affect as of March , 2004 and for the remainder of the permit cycle through March, 2008. The goal of Lane County's Stormwater Management Plan is to use a basin wide approach to meet the requirements of the Phase II permit. Therefore, Lane County will be attempting to partner with the adjoining Cities of Eugene and Springfield around the Urbanized Area required by this Phase II regulation. [From the Plan]

This work plan defines the procedure and quality assurance to accomplish a scientifically sound and defensible study of new and alternative nitrate-reducing on-site system technologies, effects upon groundwater quality, and estimation of optimal density.     A public facility plan, as defined in OAR 660-11-0005 (1), is "a support document or documents to a comprehensive plan. The facility plan describes the water, sewer and transportation facilities which are to support the land uses designated in the appropriate acknowledged comprehensive plans within an urban growth boundary containing a population greater than 2,500. Certain elements of the public facility plan also shall be adopted as part of the comprehensive plan, as specified in OAR 660-11-045."
