Article 8-3H.2 of the Talent Zoning Code identifies the intent of the greenway designation: "…to support the continued improvement and maintenance of the Bear Creek Greenway, to continue to develop the Wagner Creek Greenway, and to eventually connect the two for an integrated greenway system. Greenway development shall combine pedestrian access with natural features in a way that protects natural areas and wildlife habitat in and around the greenway." The Agencyâ s projects must occur within a defined geographical boundary as shown in the adjacent map. Projects typically deal with making major street improvements, building parks, providing public amenities, working on projects that aid economic development, building a new city hall, leveraging other public funds and grants, and providing assistance to property owners in the downtown core area through a rehabilitation/façade improvement grant program. The Agency is scheduled to have all projects completed by 2019. The West Valley View master plan is a project of the Agency and, with the City as a joint applicant, has obtained a $1 million grant in federal funds for assistance in building this project. Community Planning WorkshopThe Capital Improvement Plan (CIP) should be used as an internal planning tool for the City to guide future development and associated costs for park improvements. The CIP includes project costs associated with park improvements, system-wide improvements, and land acquisition and development. The CIP provides a description of each project, estimated costs, and a timeline for completion. For park improvement the CIP focuses specific improvements to meet existing design standards, develop amenities to reflect residents’ needs, and improve connectivity within the City and park system.
