Housing Element.Item Open Access Talent : Railroad District master plan(City of Talent (Or.), 2005-06) Talent (Or.); Siegel Planning ServicesThe Railroad District Master Plan is intended to guide future annexations, zoning, transportation improvements, and investments in parks, open space conservation, water, sanitary sewer, and storm water management. It is also intended to provide a multimodal transportation system and a mix of housing and employment in a pattern that is compatible with surrounding urban and rural uses, topography, and water resources. The Master Plan should be adopted through legislative amendments to the City of Talent Comprehensive Plan and Transportation System Plan. Plan implementation will also require amendments to the City of Talent Zoning Ordinance, updates to Talent’s Capital Improvements Plan, and possibly new funding sources for streets, sewer, water, stormwater, and park improvements and maintenance. [From the Plan]Item Open Access Talent : West Valley View vision master plan(City of Talent (Or.), 2006-09) Fregonese Calthorpe Associates; Talent (Or.); Talent Urban Renewal AgencyIn 1991, the City formed an urban renewal agency to assist in making public improvements in the downtown area for the benefit of the community. The Agencyâ s projects must occur within a defined geographical boundary as shown in the adjacent map. Projects typically deal with making major street improvements, building parks, providing public amenities, working on projects that aid economic development, building a new city hall, leveraging other public funds and grants, and providing assistance to property owners in the downtown core area through a rehabilitation/façade improvement grant program. The Agency is scheduled to have all projects completed by 2019. The West Valley View master plan is a project of the Agency and, with the City as a joint applicant, has obtained a $1 million grant in federal funds for assistance in building this project.
