They supplement the goals and policies of the Comprehensive Plan, and do not conflict with them. Where the Bolton Neighborhood Plan does not discuss a particular issue, the Comprehensive Plan goals and policies shall have authority. For example, individual commercially zoned properties along Willamette Drive not specifically discussed. All except the street element, dealing with automotive traffic, was adopted by the City Council in 1998. The street element (Chapter 3 in the document) was adopted in 2000....The overall West Linn TSP is a multi-modal plan, addressing improvement to existing roadways, new pedestrian and bicycle facilities, improvement in public transit service, and transportation demand management (TDM) strategies. The plan also includes a transportation improvement program, as well as changes to West Linn codes and standards to implement the TSP recommendations.
