    Adoption of a revised Floodplain Ordinance, floodplain study and floodplain maps in order to comply with FEMA requirements. The adopted Ordinance is attached and the Floodplain maps are incorporated by reference as "The Flood Insurance Study for Umatilla County, Oregon and Incorporated Areas dated September 3,2010. The floodplain study and new floodplain maps for the City of Ukiah are available at DLCD through the Natural Hazard Coordinator.

    The City of Ukiah has annexed 8.20 acres adjacent to the city limits within the Urban Growth Boundary. The property is part of a single ownership of 8.20 acres; the applicant proposes to develop the property with a single-family residence. Current County zoning would not allow any development of a single-family residence. This proposal does not conflict with the City's Comprehensive Land Use goals to encourage residential development and provide buyers with a variety of residential lot sizes. This proposal does not conflict with the City Zoning Ordinances. The City has held a duly noted and published Public Hearing and has adopted an Ordinance amend ing the City's Comprehensive Plan and Zoning Ordinances and maps to include this 8.20 acre parcel into the City of Ukiah.

    The City of Ukiah Transportation System Plan (TSP) guides the management of existing transportation facilities and the design and implementation of future facilities for the next 20 years. This Transportation System Plan constitutes the transportation element of the City's Comprehensive Plan and satisfies the requirements of the Oregon Transportation Planning Rule established by the Department of Land Conservation and Development. It identifies and prioritizes transportation projects for inclusion in the Oregon Department of Transportation's (ODOT's) Statewide Transportation Improvement Program (STIP). [From the Plan]
