    A comprehensive plan is a document stating the general, long-range policies that will govern a local community's future development. These plans are required of each city and county by Oregon legislation. They must include wide citizen participation, address 19 statewide planning goals, be officially adopted by the jurisdiction, receive approval by the Oregon Dept. of Land Conservation and Development, and be reviewed periodically. See ORS 197.015(5).

    The Unity Transportation System Plan (TSP) guides the management of existing transportation facilities and the design and implementation of future facilities for the next 20 years. This Transportation System Plan constitutes the transportation element of the City's Comprehensive Plan and satisfies the requirements of the Oregon Transportation Planning Rule established by the Department of Land Conservation and Development. It identifies and prioritizes transportation projects for inclusion in the Oregon Department of Transportation's (ODOT's) Statewide Transportation Improvement Program (STIP). [From the Plan]
