    A comprehensive analysis of the transportation system in the Rainier area has been prepared in conjunction with the Oregon Department of Transportation, the City of Rainier, the Rainier Transportation Plan Advisory Committee and Portland State University. This plan has been prepared in accordance with the requirements of Oregon Revised Statute 197.912, OAR 660 Division 12 (Transportation Planning Rule [TPR]). Although, by virtue of its size (less than 2,500 people, the City of Rainier may be eligible for an exemption from OAR 660, the Council decided to prepare a long-term transportation plan for the City to help guide development in the future, encourage appropriate development and maintain the city's livability.
