    Philomath : Community wildfire protection plan for Mary's River Estates

    This plan has two main goals. First, to provide silvicultural prescriptions that can reduce the risk of property loss, due to wildland fire, in the Mary’s River Estates subdivision. Second, to promote a better understanding of how to take preventative measures that may help prevent the loss of structures during a wildland fire. This plan also discusses the potential for both crown fires and surface fires in the subdivision of Mary’s River Estates, and makes recommendations to help reduce the risk of property loss in the case of such fires.     This Plan has four main purposes: to provide a vision for the long-range development of West Corvallis and North Philomath that reflects the aspirations of the community and to establish goals and policies for accomplishing that vision; to enable the City of Corvallis, the City of Philomath and Benton County to reach agreement on overall land use and development policies and standards applicable to their respective jurisdictions; to provide a basis for judging whether specific development proposals and public projects are in harmony with Plan policies and consistent with the concept of a sustainable community; and to allow City and County development departments, other public agencies and private developers to design projects that will enhance the character of the community, promote bicycling, walking and transit use, preserve and enhance critical environmental resources, and minimize hazards to development.     Philomath : Transportation system plan

    This Philomath Transportation Systems Plan (TSP) contains a 20-year transportation systems plan for the Philomath area. It contains plans for the different transportation modes in Philomath to meet state planning requirements in the Oregon Transportation Planning Rule. The review of existing plans identified several issues to be addressed in this plan including determining the future population (transportation demands), a future street network and the future footprint for US 20lOR 34 (wider twoway streets, a bypass or one-way couplet) through downtown Philomath. As part of the public involvement process there were six goals with a number of objectives established for the TSP. The six goals are as follows: 1. Relieve increasing traffic congestion on US 20lOR 34. 2. Improve traffic circulation and safety throughout the city. 3. Promote increased use of alternative modes. 4. Develop a master plan that defines future street locations. 5. Provide alternate routes to deter truck traffic in the downtown core and residential neighborhoods. 6. Integrate this transportation system plan with other land use planning projects in Philomath. [From the Plan]

    Philomath : Strategic plan

    In October 1992, the City of Philomath, Oregon, began a coordinated, six-month strategic planning process that was facilitated by Rural Development Initiatives, Inc. (RDI).... The Philomath Community Response Team (CRT), other members of the Philomath community, and Tom Markgraft, a consultant to RDI, participated in the half-year process. Milena Novy of Economic Development Associates, under contract to RDI, then produced a document entitled, “Philomath Strategic Plan for Economic Development” .... In 1998-99, the CRT reviewed, revised, and updated the Strategic Plan, and retiled it, “Philomath Strategic Plan for Community and Economic Development”. In 2002 the Community Response Team was reorganized, and a new name was selected, “Imagine One Philomath”(IOP) .... A public forum, held in October 2003 included special invitations to local organizations with many attending. Subsequently many have agreed to work on the projects. This most recent plan revision was approved in 2004 and incorporates the ideas from the forum. [From the Plan]

They include two components: a zoning ordinance and a subdivision ordinance, which may be adopted and published as separate documents under their own titles. In some cases the sections pertaining to subdivision of land may be included in the zoning ordinance.
