    The City completed a rezone of approximately 72.46 acres to M-2 from CS and C3 and a Comprehensive Plan Amendment to Heavy Industrial from Public and Community Commercial for the Murphy Plywood mill site in 2006. The decision included a condition requiring a sanitary sewer easement. Sewer engineering has revealed that this location is unsuitable and the City is amending the original decision to remove this condition from the adopted ordinance.

    The study area contains nine [discernible] features with varying degrees of connectivity to each other. These features are mapped and described as WL1 through WL9.... Findings are nearly consistent with the Sutherlin Local Wetlands Inventory data. Exceptions include some upland areas around the rodeo arena, the filled eastern edge of the study area near the ash woodland, and some subtle lowland concavities within old fill on soccer field. These areas were confirmed by presence or absence of hydrophytic vegetation and, more importantly, by hydric soil characteristics and direct observations of hydrology. [From the document]

    Sutherlin : Southside Parkway corridor plan

    The Southside Parkway Corridor Plan was developed in anticipation of the longterm circulation needs within the City of Sutherlin. At the heart of the plan is the preferred parkway alignment. This preferred conceptual alignment was developed based on an evaluation process that considered land use impacts, environmental impacts, social impacts, cost, and constructability of a number of different alignments. Through consultation with the technical and Transportation Advisory Committees, it was determined that the preferred conceptual alignment best integrates the strongest and most desirable circulation qualities while minimizing impacts (to the extent possible) to the social and environmental constraints that exist within the overall study corridor. While still preliminary in nature, the preferred conceptual alignment has been developed to reflect sound transportation engineering principles and known constraints that exist within the overall study corridor.     A water management and conservation plan was compiled as this Water Master Plan and subdivided into different sections of the report. A water conservation plan was compiled in accordance with the requirements of OAR 690-086-150 and plan details a total of 35 separate conservation measures or benchmarks that the City plans to implement during the Years 2005 to 2010.
