dc.description.abstract[T]he purpose of this study is to: describe the comparative advantage of the study area and define the opportunities and barriers to development; describe a set of recommendations that key stakeholders (primarily the City and neighborhood property and business owners) could take to encourage development on MLK Blvd. It is expected that PDC and City of Portland staff will work with private sector partners to determine the methodology and scope for taking action to implement these recommendations.
