Abstract
The development strategy recommends a block-by-block
approach that would allow each block to
redevelop independently while progressively achieving
the common vision. The preferred development
concept includes a mix of commercial and retail uses
with a combination of surface and structured parking.
The commercial and retail uses would be neighborhood
scale and provide goods and services for local
