Because of the substantial and growing number of Spanish speakers in the United States, educational policies that support elementary students who use Spanish at home are necessary. LongMterm, additive bilingual programs have been shown to be an effective educational method for students who use Spanish at home. This thesis therefore presents a fourMpart assessment plan for a bilingual program that takes into account necessary characteristics, in order to ensure that the bilingual program has all the attributes to ensure student success.en_US
