| dc.description.abstract | Comprehensive Plan The Comprehensive Plan is the guiding document for all development within the City of Ashland. The Plan incorporates ten specific elements related to development including: citizen participation, environmental resources, population projections and growth, housing, economy, aesthetic resources, public services, transportation, energy and urbanization. The attached document is incomplete. It does not contain tables, graphs, maps or charts. The Community Development Department is in the process of converting those items to an electronic format and they will be included here at a later date.
