Abstract
The City of Tigard's Community Investment Program (CIP) provides a 5-year plan for major capital expenditures that matches available resources with project needs. The CIP lists each proposed capital project, the time frame in which the project needs to be undertaken, the financial requirements of the project, and proposed methods of financing. The 5-year plan describes the first year's projects in detail and lists projects for subsequent fiscal years. However, the projects shown after the first year are tentative and are subject to change during the formulation process for each specific budget year.
The CIP includes improvements to the streets, storm drainage, sanitary sewer, water, parks, and city facilities systems. The Engineering Department manages the street, storm drainage, and sanitary sewer CIP's. The Public Works Department manages the Water System CIP and the Parks CIP, and the City Facilities System is jointly managed by the Engineering and Public Works Departments.
