Abstract
The Hubbard TSP was developed by a Transportation Advisory Committee (TAC)
composed of interested citizens, elected and appointed city officials, and transportation
planning specialists from state agencies and Marion County. Public involvement and interjurisdictional
coordination occurred during all phases of TSP development and adoption.
The TSP was developed in six steps: (1) Review existing plans, policies, standards, and
laws; (2) Inventory the existing transportation system; (3) Identify current and hture
transportation needs; (4) Develop and evaluate alternatives; (5) Produce a draft TSP; and
(6) Review, revise, and adopt the TSP.
The review of existing plans, policies, standards, and law included the Transportation
Planning Rule (OAR 660-012), Hubbard Comprehensive Plan, Hubbard Development
Code, Woodburn TSP, Marion County Rural TSP, various regional transportation plans
and studies, and the Oregon Transportation Plan and supporting Oregon Department of
Transportation (ODOT) modal plans. [From the Plan]
