Abstract
The City of Ashland has committed to developing a well planned, comprehensive transportation system that balances the needs of future land development with a system that serves all users. In the development of the TSP, the City must also address Oregon's Transportation Planning Rule (TPR), which requires public jurisdictions such as Ashland to develop: a road plan for a netwrk of of arterial and collector streets; bicycle and pedestrian plans; air, water, and pipeline plans; a transportation finance plan; and policies and land use regulations for implementing the transportation system plan.
