The couplet was identified in the Cityâ s Transportation System Plan (TSP), adopted in June 2001, as the preferred long-term solution to addressing future congestion. While it was not identified as a top priority project, it was preferred over other long-term options for addressing congestion. The couplet identified in the TSP is a non-traditional couplet in comparison to those implemented in most communities. [From the Plan] |
