The planning process to develop the Kerns Neighborhood Action Plan had two major phases: 1) a citizen-based effort; and 2) a collaborative Bureu of Planning and citizen effort... Much of the information on the neighborhood's planning process, background, and history contained in this report to the City Council has been taken from the Kerns Neighborhood Land Use and Policy Plan, April 1986. The data base for that document is contained in the Kerns Neighborhood Land Use Survey, prepared by students in the Portland State University Comprehensive Planning Workshop, Fall 1984.
