Abstract
The Northwest Tualatin Concept Plan (Concept Plan) is a guide for the
industrial development of a 15-acre area at the northwestern corner of
the City of Tualatin (City). The Concept Plan follows a December 2002
decision by the Metropolitan Service District (Metro) to bring the area
inside the regional urban growth boundary (UGB). Metro conditioned
the land for industrial development as part of a strategy to balance the
supply of land for job creation. The Concept Plan allows for flexibility
in industrial development while promoting compatibility with
adjacent land uses and natural resources. [From the Plan]
