Abstract:
The Springfield Stormwater Management Plan (Stormwater Plan) has been developed to
provide policy and management guidance for activities affecting stormwater throughout the
City of Springfield and its urbanizable area. It is intended to help the City fulfill certain State
and Federal water quality requirements, and to meet local water resources management
objectives. Through the implementation of the policies and management practices
embodied in the Stormwater Plan over time, Springfield hopes to stem the decline of urban
stormwater quality that negatively impacts local rivers and streams, and to develop and
preserve the urban drainage infrastructure in a manner that meets the community’s needs
