Planning SectionThis current addition of the Polk County Comprehensive Plan comprises the original text adopted in 1978 and all subsequent revisions through December 20, 1989. The Plan includes a series of Background Reports, segregated into thirteen (13) separate elements. These elements include: Citizen Involvement; Agricultural Lands; Forest Lands; Natural Resources; Willamette River Greenway; Land Capability and Resources Quality; Recreation; Population and Economics; Public Facilities and Services; Urbanization; Housing; Transportation; and Energy Conservation. The reports provide an accounting of circumstances prevailing during the period they were authored (mid to late 1970's).... This document is the text of the Comprehensive Plan which sets forth goals and policies resulting from the background studies contained in the aforementioned reports. Together with the Comprehensive Plan Map, these goals and policies are intended to serve as a guide for land use planning and development in Polk County. Included within this text are provisions for review, evaluation and update of the Plan and procedures for its amendment. And finally, the Implementation section of the Plan is a brief overview of techniques and tools available for carrying out Plan goals, policies and general intent. The Five-Year Action Plan Matrix lists the activities that will assist Polk County in reducing risk and preventing loss from future natural hazard events. The Oregon 22/Dallas-Rickreall Highway intersection was also included in the facility planning process. As the facility process progressed and various alternatives were reviewed, potential impacts to the unincorporated community of Rickreall and the Oregon 99W/Rickreall Road intersection were also assessed. [From the Plan]Item Open Access Polk County : Transportation systems plan(Polk County (Or.), 1998-07-07) Polk County (Or.)The purpose of the Polk County Transportation System Plan (TSP) is to design and implement an integrated multimodal transportation plan that meets the needs of the county residents, as well as those of the region and state. This plan provides a balanced transportation system that includes the automobile, bicycle, rail, transit, air, walking, and transmission systems (for example, pipelines). It reflects existing land use plans, policies and regulations that affect the transportation system and includes a finance element. The TSP also meets the requirements of Oregon Administrative Rule (OAR) Chapter 660-12, which implements Statewide Planning Goal 12. When adopted, this plan fulfills the requirement for public facilities planning required under Oregon Revised Statue (ORS) 197.712(2)(e), Goal 11, and OAR 660, Division 11 as they relate to transportation facilities. Additionally, it becomes the transportation element of the county’s Comprehensive Plan.
