This current addition of the Polk County Comprehensive Plan comprises the original text adopted in 1978 and all subsequent revisions through December 20, 1989. The Plan includes a series of Background Reports, segregated into thirteen (13) separate elements. These elements include: Citizen Involvement; Agricultural Lands; Forest Lands; Natural Resources; Willamette River Greenway; Land Capability and Resources Quality; Recreation; Population and Economics; Public Facilities and Services; Urbanization; Housing; Transportation; and Energy Conservation. The reports provide an accounting of circumstances prevailing during the period they were authored (mid to late 1970's).... This document is the text of the Comprehensive Plan which sets forth goals and policies resulting from the background studies contained in the aforementioned reports. Together with the Comprehensive Plan Map, these goals and policies are intended to serve as a guide for land use planning and development in Polk County. Included within this text are provisions for review, evaluation and update of the Plan and procedures for its amendment. And finally, the Implementation section of the Plan is a brief overview of techniques and tools available for carrying out Plan goals, policies and general intent. [From the Plan]

The plan will serve as a guide to private landowners in making individual plans to develop their property. It provides information on roads, parks, public facilities that will give justification to the investment required and will indicate where risk will be involved if their plans conflict with the County Plan. They include two components: a zoning ordinance and a subdivision ordinance, which may be adopted and published as separate documents under their own titles. In some cases the sections pertaining to subdivision of land may be included in the zoning ordinance.

The Polk County Natural Hazards Mitigation Plan provides a set of strategies and measures the county can pursue to reduce the risk and fiscal loss to the county and its residents from natural hazards events. The plan includes resources and information that will assist county residents, public and private sector organizations and other interested people in participating in natural hazard mitigation activities. The key activities are summarized in a five-year action plan. The Five-Year Action Plan Matrix lists the activities that will assist Polk County in reducing risk and preventing loss from future natural hazard events. The action items address multi-hazard issues and specific activities for flood, landslide, wildfire, severe winter storm, windstorm, drought, expansive soils, earthquake, and volcanic eruption hazards.

The objectives of this work are to examine the Count's need for water and identify a safe and reliable long-term source of water for the study participants. This work is intended to conduct a "fatal flaws" analysis of the various potential sources in recommending possibly two or three options that merit further investigation. These analyses will examine the potential costs, environmental impacts, permitting limitations, capacities, reliability, water quality, risks from natural or man-made hazards, and location (i.e. proximity to location of need) in developing a set of recommended supply alternatives. Polk County : Rickreall Junction transportation facility plan

This report documents the results of the transportation facility planning process conducted by the Oregon Department of Transportation (ODOT) for the intersection of Oregon Route 22 and Oregon Route 99W at Rickreall. The Oregon 22/Dallas-Rickreall Highway intersection was also included in the facility planning process. As the facility process progressed and various alternatives were reviewed, potential impacts to the unincorporated community of Rickreall and the Oregon 99W/Rickreall Road intersection were also assessed. Polk County : Transportation systems plan

The purpose of the Polk County Transportation System Plan (TSP) is to design and implement an integrated multimodal transportation plan that meets the needs of the county residents, as well as those of the region and state. This plan provides a balanced transportation system that includes the automobile, bicycle, rail, transit, air, walking, and transmission systems (for example, pipelines). It reflects existing land use plans, policies and regulations that affect the transportation system and includes a finance element. The TSP also meets the requirements of Oregon Administrative Rule (OAR) Chapter 660-12, which implements Statewide Planning Goal 12. When adopted, this plan fulfills the requirement for public facilities planning required under Oregon Revised Statue (ORS) 197.712(2)(e), Goal 11, and OAR 660, Division 11 as they relate to transportation facilities. Additionally, it becomes the transportation element of the county’s Comprehensive Plan. [From the Plan]

Polk County Ordinance No. 07-03 adopts a Comprehensive Plan Amendment that changes the Comprehensive Plan Designation from Farm Forest to Rural Lands for the subject 26.28-acre parcel. This ordinance also changes the zoning designation from Farm Forest to Acreage Residential 5-Acre Minimum and adopts an exception to Goals 3, 4, and 14.
