This category includes plans, often officially adopted as subordinate parts of comprehensive plans, for smaller units of a county, such as unincorporated urban or rural communities, and county sub-areas. The Rural Communities Rule of the Oregon Dept. of Land Conservation and Development requires planning for Unincorporated Communities. These documents may also be called "refinement plans" or, more commonly, "community plans".

It is part of the overall Multnomah County Comprehensive Framework Plan, and when adopted by the Board of County Commissioners, will constitute an official element of the plan.This plan is a guide to decision making with regard to land use, capital improvements, and physical development (or lack thereof) of the community. It will be used by the County, other governmental agencies, developers and residents of the area. This plan represents a commitment on the part of Multnomah County to see that the plan elements are carried out and implemented to the best of the County's financial and enforcement capabilities. Transportation systems will continue to be stressed with large volumes of vehicular traffic, but transit ridership and pedestrian/bicycle trips will become more important travel alternatives. The Cloverdale Transportation Refinement Plan addresses key transportation issues in the unincorporated community of Cloverdale in south Tillamook County, Oregon. The plan focuses on Highway 101 (US 101) as it travels through Cloverdale. The City of Lake Oswego is responsible for planning and eventually providing services within the entire unincorporated Rosewood neighborhood area. The City, County and neighborhood anticipate that this will occur through annexation as stated in the City’s Comprehensive Plan and the City/County Urban Growth Management Agreement (UGMA). The City and County support the City providing an urban level of service to areas desiring improved services, when they are provided and paid for through annexation. Providing the highest level of coordination between the City and County to ensure a smooth transition from County to City governance and regulations is a priority for the neighborhood. Washington County : East Hillsboro community plan

The East Hillsboro Plan represents a unique relationship between Washington County and the City of Hillsboro. The East Hillsboro Planning Area has been identified as part of the City of Hillsboro "Active Planning Area." Under the active plan concept, a city accepts planning responsibilities for areas outside of its corporate limits because the city feels the area will ultimately have to annex in order to receive urban services. Although some portions of the East Hillsboro Planning Area will have to rely upon the City for urban services, other portions can obtain the services for urban development required by the County urban growth management policies through service districts other than the City. Because of this possibility for development in both the City and the County, the City of Hillsboro and Washington County have agreed to a joint planning process for the East Hillsboro Planning Area.
