This category includes plans, often officially adopted as subordinate parts of comprehensive plans, for smaller units of a county, such as unincorporated urban or rural communities, and county sub-areas. The Rural Communities Rule of the Oregon Dept. of Land Conservation and Development requires planning for Unincorporated Communities. These documents may also be called "refinement plans" or, more commonly, "community plans".

Dept. of Community DevelopmentPlanning for unincorporated communities in Tillamook County began with changes in the state land use rules in the early 1990's. The Rural Communities Rule (OAR 660-22) requires planning for Unincorporated Communities. Barview/Watseco/Twin Rocks is classified as a Rural Urban Community, one of twelve Unincorporated Communities in Tillamook County that meet the state's criteria. As part of its Periodic Review, The Tillamook County Department of Community Development has undertaken planning for each of these communities. Planning for the county's five Urban Unincorporated Communities occurred first, in the late 1990's. Planning for Barview/Watseco/Twin Rocks and the county's five Rural Communities and one Rural Service Center began in 2000, with the adoption of Unincorporated Community Boundaries. In March and April of 2002, Community Development staff conducted a Community Survey by mail and held a Community Meeting in Barview/Watseco/Twin Rocks. The complete results of these community involvement measures are in Appendices B and C. Although Oak Grove is planned for a range of densities, the existing comprehensive plan and ordinances do not support a pedestrian friendly environment or shortened trip lengths. Transportation systems will continue to be stressed with large volumes of vehicular traffic, but transit ridership and pedestrian/bicycle trips will become more important travel alternatives. The City, County and neighborhood anticipate that this will occur through annexation as stated in the City’s Comprehensive Plan and the City/County Urban Growth Management Agreement (UGMA). The City and County support the City providing an urban level of service to areas desiring improved services, when they are provided and paid for through annexation. Providing the highest level of coordination between the City and County to ensure a smooth transition from County to City governance and regulations is a priority for the neighborhood. Public Works Dept.; Pacific Rim Resources, Inc.The area [covered by the Plan] includes a mix of residential, commercial, industrial and public land uses. Brooks has two schools, a fire station, and a post office. Hopmere contains industrial and commercial uses within the Brooks-Hopmere boundary; with several residences along River Road on less than an acre parcels being included in the boundary due to existing non-farm use under current Exclusive Farm Use zoning. The county comprehensive plan originally prepared to address statewide planning goals listed Hopmere as a Rural Service Center and Brooks as a Rural Community. The freeway interchange between the two was also recognized as a Rural Development Center in the plan. The community includes only areas planned and zoned for residential, commercial and industrial development and public uses; no no land planned for farm use is included though the Ogden-Martin waste to energy utility facility is included in the boundary and zoned Exclusive Farm Use.
