Item Open Access Salem : Fairview urban renewal plan(City of Salem (Or.), 1984-06-25) Moore, Briethaupt & Associates; Le Blanc & Company; Salem (Or.); Benkendorf AssociatesIn early 1983, the City of Salem and the State of Oregon funded initial study of the prospects for creating a new major industrial-commercial business and employment center on acreage just south of McNary Field in Salem owned by the State of Oregon (the Fairview Industrial Park site). In the summer of 1983, a Land Use Marketing Study outlining the development potential and a marketing program was prepared for the agencies. Subsequently, the City of Salem requested its Renewal Agency to consider preparation of a renewal plan for the Fairview site and all land adjoining the site that is designated for industrial use under the current Comprehensive Plan. This Fairview Renewal Area Plan is focused directly on the properties included in these areas. The Salem Urban Renewal Agency acquired the properties and developed this master plan to encourage mixed-use development as a pilot project within the Portland Road Corridor, as well as for the City. The panel issued a report which presented a redevelopment â programâ â the type and amount of residential, commercial public and parking development - for the area. The program recommended a change in zoning and use of the site from industrial to mixed use and an aggressive development program. It also recommended that the City adopt an urban renewal plan to finance public improvements. The City has directed staff to prepare a feasibility study for an urban renewal plan for the Boise and areas nearby. This study consisted of the following tasks: establish feasibility study area; assess conditions of 'blight' required to establish rrban renewal area; estimate the potential revenue capacity of urban renewal area; estimate costs for likely urban renewal projects; estimate impact of tax increment financing on overlapping taxing districts; prepare recommendations for proceeding.
