Abstract
The Rockwood Action Plan serves as a blueprint for revitalizing the Rockwood district of
Gresham, supporting its evolution toward a thriving, live/work community. The action plan
builds on the Central Rockwood Land Use Plan (1998), and was accepted by the City Council in
December 1998. The scope of the RAP is much broader than land use, since many of the issues
facing Rockwood have to do with matters that touch the daily lives of those who live and work in
the area. In creating the RAP, it was the task of the Rockwood Action Plan Task Force, working
with the City’s long-range planning staff, to gather input from those who live and work in
Rockwood and to use that input as the basis for a coherent program to respond to the issues which
