    The proposed amendment will revise the approval criteria for expansion of the City of Seaside acknowledged Urban Growth Boundary (UGB) for certain uses. It identifies specific characteristics that are necessary for lands that will be considered to accommodate hospitals and public schools. The City will only consider lands that meet certain characteristics such as: adjacency to the city limits, size, topography, access, soil & geologic stability, elevation above tsunami inundation, and utility service capability.

    The City of Seaside, in conjunction with the Oregon Department of Transportation (ODOT) initiated a study of the area transportation system in Fall 1996. This study has been conducted in compliance with State of Oregon legislation requiring local jurisdictions to prepare a Transportation System Plan (TSP) as part of their overall Comprehensive Plan. Accordingly, this document is organized to provide the necessary elements for the City of Seaside to assemble its TSP. In addition, it provides Clatsop County and ODOT with those necessary recommendations for incorporation into their respective TSPs. [From the Plan]
