First, to provide silvicultural prescriptions that can reduce the risk of property loss, due to wildland fire, in the Vineyard Mountain subdivision. This plan also discusses the potential for both crown fires and surface fires in the Vineyard Mountain subdivision, and makes recommendations to help reduce the risk of property loss in the case of such fires. Community Development Dept.Phase II of the Corvallis Land Development Code Update The Corvallis Planning Commission has held four worksessions addressing items for update of the Land Development Code (LDC). The primary purpose of this effort is to develop interim protection regulations for wetlands and streams while more complete information is accumulated through the Natural Features Inventory (NFI) project. The State refers to these interim measures as "safe harbor" protection and they are to be used until the full State-mandated Planning Goal 5 process is completed. The full process will include the need to balance the protection of environmental features with the need to provide land for economic development and housing needs. In addition to the interim wetland and stream protection standards currently being developed, several policies from the new Corvallis Stormwater Master Plan are being implemented. Incentives for removal of structures and impervious surface from within the 100-yr floodplain are being developed as are standards for stream shading. Finally, work is being done to clarify processes for modifications to planned developments and to create the opportunity to modify conditional developments and subdivision tentative plats under specific circumstances. This information is needed by the City of Corvallis, Benton County, property owners, and the general public to make decisions about land use planning. The Natural Features Project and the associated inventories respond to the requirements of the Oregon statewide planning goals, primarily Goals 5, 6, and 7, and associated administrative rules. The Natural Features Project information will be used, in conjunction with other information and with substantial public input, to implement the Corvallis 2020 Vision Statement and the Corvallis Comprehensive Plan (1998). Both the Statewide Planning Goals and the Corvallis Comprehensive Plan direct the City to achieve a balance that provides a sufficient supply of buildable lands to meet the City's needs for housing and economic development, protects significant natural features, and reduces risks from natural hazards. The Oregon Department of Land Conservation and Development (DLCD) has directed the City of Corvallis to complete this work within the next several years. The LWI includes all wetlands within the Urban Growth Boundary (UGB) at least 0.5 acres in size and uses the standards and procedures of Oregon Administrative Rules (OAR) 14186- 110 through 141-86-240. The LWI also includes an assessment of the quality and function of the inventoried wetlands and a determination of their significance. The Plan includes minor events such as winter storms or localized storm water flooding that may happen in some locations almost every year and localized events such as landslides or mudslides. The plan also includes larger events such as major floods, earthquakes, or major wildland/urban interface fires that may affect large numbers of residents in Corvallis, with very high levels of damages and losses, albeit with much lower probabilities of occurrence. This project was conducted with extensive involvement from citizens within the planning area and greater community in Corvallis and Benton County. The overall goal of the project is to create a plan, focusing on integrated land use patterns and innovative development designs, that will reduce private automobile reliance and enhance opportunities for pedestrian and bicycle travel, street connectivity, and existing and future transit service. While being responsive to natural resources and environmental quality, the plan is designed to provide for urban amenities, economic development, housing, and public facilities and services. The primary goals behind the Recreation Services Plan were to (1) reevaluate the community’s recreation needs, (2) identify the resources available to meet those needs and (3) to provide direction for current and future focus of CPRD’s recreation service delivery. The committee members were appointed by the Mayor and met over a 5-year period to support preparation of the plan. The SWMP makes recommendations to improve water quality, address existing and future flooding problems, and protect or enhance natural systems, including riparian, stream, and floodplain functions.
