Rural Arts Education: A Community Approach to Addressing Government Policy and Partnerships in Illinois Rural Schools

This research explores the quality of arts programs in public education as influenced by government policies, arts partnerships, and community support in rural schools. Discrepancies in the quality of arts programs are associated with governmental funding and education policy and access to arts partnerships outside of schools. The guidelines for the distribution of educational funds at the national, state, and local levels emphasize primary allocation at the local level, resulting in differing economic capabilities of schools. Similarly, decisions regarding the implementation of arts programs are appointed to local jurisdiction through education policy. Access to arts partnerships outside of schools is an additional component in affecting arts programs. Through extensive literature review, this capstone addresses the need for specific strategies for rural communities to strengthen the quality of arts programs in K-12 schools.
